SPARTANBURG, S.C. — Spartanburg County Council pushed three data center development agreements one step from final approval Tuesday, voting yes on second reading at a special meeting that followed a long public hearing.

The largest project is a 457-megawatt campus at 4000 South Pine Street backed by Numara LLC and Valara Holdings LLC. Its agreement projects roughly $2.8 billion in investment and 27 full-time jobs and would run for 10 years.

A second deal lets AIB CLT1 LLC replace container-style equipment with a permanent building at its existing Moore site, 389 Tyger River Industrial Drive. That plan carries about $1.2 billion in investment, a target of 28 jobs and $12.6 million in community benefit money.

The third agreement, with 300 Jones Road Associates LLC, covers a 65-megawatt center valued at about $1.5 billion, with 25 targeted jobs and $9 million for community projects such as roads and affordable housing.

Residents spoke on both sides. Backers pointed to new tax base and tech jobs, while critics objected that public copies of the agreements still had blank pages for property descriptions and site plans. The job numbers are targets rather than binding requirements.

The South Pine Street agreement returns for a public hearing on Nov. 16 at 5:15 p.m. in Council Chambers at 366 North Church Street.
