The City of Spartanburg’s Neighborhood Services Department is inviting residents to weigh in on the city’s federally funded housing and community development priorities for the coming year. Two public hearings are scheduled for the FY2026 Annual Action Plan — a document that directs how the city allocates U.S. Department of Housing and Urban Development grants across Spartanburg neighborhoods — and city officials are asking for comment before a final plan is submitted to HUD.

The first hearing is set for Monday, May 4, 2026 at 6:00 PM at the T.K. Gregg Community Center, 650 Howard Street, Spartanburg, SC 29303. A second hearing follows on Thursday, May 21, 2026 at 6:00 PM at the C.C. Woodson Community Center, 210 Bomar Avenue, Spartanburg, SC 29306. The city’s Neighborhood Services Department is administering the process and will accept written public comments from May 5, 2026 through June 3, 2026 — a full 30-day window. Written submissions may be mailed to the Neighborhood Services Department at 187 West Broad Street, Spartanburg, SC 29306 or emailed to Community Development Director Martin L. Livingston, Jr. at mlivingston@cityofspartanburg.org.

The Annual Action Plan outlines how the city will deploy its HUD Community Development Block Grant and HOME Investment Partnerships Program allocations for Program Year 2026. According to the plan document, the city’s anticipated CDBG allocation for PY2026 is $626,039, earmarked across six project areas: neighborhood services administration ($125,000), rehab and code administration ($164,000), public services ($90,000), housing programs ($183,039), demolition of blighted structures ($64,000), and an additional HOME Program administration line of $21,000 out of a $213,269.86 HOME total. The plan targets 70 percent of all activity toward benefit to low- and moderate-income residents over a one- to three-year period.

Residents with questions about the hearings or the plan may contact Director Livingston directly at 864-596-5323. The draft FY2026 Annual Action Plan is available for public review on the city’s website and in person at the Neighborhood Services Department office at 187 West Broad Street.
