The Spartanburg Police Department reported a murder charge against Travis Lee Wilkins, a 39-year-old man accused of killing 45-year-old Norman Higgins. The victim sustained two gunshot wounds and was found by officers at the scene of the shooting at JC Bull Apartments, located at 101 Marion Avenue, around 3:20 p.m. on the previous Wednesday. He was transported to the hospital, but unfortunately, he succumbed to his injuries.
