Following drastic cuts to federal funding by congressional Republicans, the ETV Endowment in South Carolina has seen a notable increase in donations and community support for public broadcasting. The foundation raised over $11 million in 2024 amid concerns over reduced funding from the Corporation for Public Broadcasting (CPB), emphasizing the vital role of local media in providing educational resources and community connection. Amid ongoing criticism about bias in programming, public broadcasters in the region are adapting to enhance local coverage and engagement.

SPARTANBURG, South Carolina – The ETV Endowment has reported a notable surge in donations and support for South Carolina public broadcasting, following significant cuts to federal funding by congressional Republicans. The non-profit foundation, dedicated to raising funds for public broadcasting across the state, has experienced an influx of calls from supporters in recent weeks, reflecting a growing concern about the impact of reduced financial resources from the Corporation for Public Broadcasting (CPB).

Last year, South Carolina received over $3.4 million in funding from the CPB, which has been a vital financial supporter of public radio and television in the United States since its establishment in 1967. Following the recent decision by congressional Republicans to slash more than $1 billion from the CPB budget, many public broadcasting stations are feeling the pressure. In South Carolina, the ETV Endowment has successfully raised over $11 million in 2024, demonstrating resilience and commitment from the community to support local media.

Patricia Harrison, President and CEO of the CPB, emphasized the importance of public media as a trusted institution that provides essential educational resources, emergency alerts, civil discourse, and cultural connections. Despite these supportive statements, public broadcasting has faced criticism, with some Republican lawmakers alleging a liberal bias in programming. U.S. Representative William Timmons argued against taxpayer funding for what he referred to as “one-sided echo chambers.” In response, NPR, a prominent public broadcaster, highlighted its efforts to balance perspectives by featuring conservative voices and presenting diverse commentary on shows such as “PBS NewsHour.”

The increased local support is also seen in various public broadcasting genres, which include music, children’s programming, and popular shows like “Masterpiece Theatre” and “Antiques Roadshow.” The ETV Endowment funds original programming, such as “Original SC” and “Making It Grow,” the latter of which collaborates with Clemson University to offer gardening tips. Additionally, South Carolina Educational Television (SCETV) live-streams legislative sessions and provides educational resources tailored for K-12 schools, further underscoring its crucial role in state education.

Despite current funding challenges exacerbated by the cuts to the CPB, the state government has not reduced support for SCETV and South Carolina Public Radio. SCETV President and CEO Adrienne Fairwell expressed gratitude for the unwavering backing from the Governor’s Office and the South Carolina General Assembly. The ETV Endowment, founded in 1977 by Elaine Freeman, initially operated from her home and has since evolved into a significant fundraising entity, receiving a four-star rating from Charity Navigator for its effective management.

The funding cuts have ignited similar fundraising initiatives in neighboring states, evidenced by WNCW in North Carolina, which successfully raised over $132,000 in just one week to help offset a $168,000 shortfall due to federal reductions. In response to audience demand for more locally-focused content, South Carolina public media organizations are planning to decrease reliance on NPR and national programming, instead prioritizing local topics and issues that resonate with their listeners.

In line with this shift, SCETV and public radio organizations are looking to expand their editorial staff, aiming to bolster local coverage. SCETV Chairman Richard Cohn noted that this shift demonstrates a commitment to addressing community matters and enhancing engagement with the audience. As local listenership rises and there is a stronger appetite for South Carolina-specific content, public broadcasting in the state is adapting to meet the evolving needs of its constituents.
