South Carolina’s Safe Home Program, run by the Department of Insurance, reimburses homeowners up to $5,000 for wind-mitigation upgrades on their primary residence. Spartanburg County is inside the coverage zone even though we’re not on the coast.
What qualifies
• Roof deck re-nailing (6-inch pattern ring-shank nails)
• Secondary water barrier (self-adhering membrane under shingles)
• Hurricane straps (metal connectors tying rafters to top plate)
• Impact-rated garage door
• Impact-rated exterior doors
• Window and door opening protection (shutters or impact glass)
Eligibility
Owner-occupied primary residence, Adjusted Gross Income below state limit (roughly $90k for a family of four as of 2026 — check doi.sc.gov for current figures). No coastal requirement; Upstate homes qualify.
Application
Apply at doi.sc.gov/SafeHome. You’ll need a wind-mitigation inspection from a SC-approved inspector (roughly $150, often refundable through the grant). Once approved, you pay the contractor and submit receipts for reimbursement.
Insurance bonus
Every qualifying upgrade triggers a mandatory homeowners insurance discount in South Carolina. The discount typically pays back the out-of-pocket portion within 3-5 years — separate from the grant itself.
