WOODRUFF, S.C. — Spartanburg County Animal Control pulled 91 living animals from a Greenpond Road property in Woodruff on Tuesday and found the remains of more than 70 others, some stored in freezers, county officials said.

The case started around Oct. 16 with a complaint about how animals were being kept there. Officers who went out described a tarp-covered building full of cats, heavy buildup of waste and a sharp ammonia smell.

Cats were kept in wire crates piled two or three high, and some of those cages had no solid floor, so the animals stood on bare wire.

After getting a search warrant, officers came back with staff from the Spartanburg County Pet Resource Center. They took out 87 cats and four puppies. Investigators believe some of the dead animals may have been there since 2023, and early vet checks found several cats badly underweight and in need of urgent care.

Officials said the operation called itself CLiFs No Kill Shelter & Rescue but holds no 501(c)(3) nonprofit status. Its operator received county ordinance citations: six alleging cruelty and mistreatment, six on an owner’s legal duties and three on keeping up the grounds. No criminal charges had been filed.

County Environmental Enforcement condemned the house and land as unsafe for people and animals. People who handed animals over to the group can contact the Pet Resource Center about possibly getting them back.
