SPARTANBURG, S.C. — Spartanburg city leaders unveiled updated plans Monday for a larger, greener Morgan Square featuring dozens of new trees, expanded event space, water features and public restrooms.

City Manager Chris Story said a realignment of Dunbar Street would add about 30 percent to the overall square footage, while 25 new trees would bring the total to 79 and increase shade across the downtown gathering space.

The project carries an estimated 18.2 million dollar price tag funded through a hospitality tax bond, which Story said would not require a tax increase or cuts to existing programs.

The updated design follows a 2023 redevelopment concept that was later paused so residents could weigh in. Residents asked for more green space, shade, live music and event space, outdoor dining areas, water features and public restrooms, Story said.

Thomas Baker of Michael Vergason Landscape Architects said the redesign aims to create a welcoming public gathering space that works for large events and quiet weekday mornings alike, while restoring elements of the historic footprint tied to General Daniel Morgan.

Monday presentation was informational only. City council is expected to take its first vote on the redesign Oct. 26, and the proposal must receive two readings before it becomes final. If approved, leaders expect construction to begin in 2027 with completion targeted for 2028.
