Data Center Zoning Rules on Committee Agenda Today in Spartanburg

SPARTANBURG, S.C. — How Spartanburg County will regulate where data centers can be built is back in front of County Council members Tuesday, when the council Land Use Committee holds a special session on the subject.

Members gather at 11 a.m. downstairs at the Cleveland Park Event Center, whose address is 141 N. Cleveland Park Drive. Chairman Grant DeShields and member Manning Lynch are listed on the committee.

Only one business item appears on the agenda: a discussion of the process for amending the county Performance Zoning Ordinance, No. O-19-29, to cover data center development. No action is requested, so no vote is expected.

The county has been working toward new land use rules for the facilities for weeks. Two council members and senior county staff spent Oct. 4 through 6 in Loudoun County, Virginia, which has more than 200 data centers, and came back saying that placement near residential neighborhoods was the main lesson. Loudoun officials told the group the industry generated $1.2 billion in property tax there in fiscal 2026, or 39% of that county budget. Back home, the council Public Safety Committee called two special sessions on the topic, Sept. 9 and Sept. 21.

No timeline has been given for a first draft of the rules or for a final council decision. The issue lands during an election season in which four of the seven council seats are guaranteed to change hands, as the council faces public backlash over its pursuit of data centers.
